Etymology
Sino-Vietnamese word from 花. The "capital" sense probably comes from the flourishes of the cursive capital letters that are commonly taught in elementary schools; even cursive lower-case letters don't have as many flourishes, which explains the distinction.
The form ba is attested in some Central dialects, most notably from the placename Đông Ba.[1]
