Evidently borrowed from Russian ли́чный (líčnyj, “personal”), from лицо́ (licó, “face; person”).
Morphologically from личн (ľičn) + -ай (-aj) — a common Moksha adaptation of Russian -ый (-yj, “[adjective forming suffix]”).
