Ra'as Aseir (Somali: Raas Caseyr) formerly known as Gardafu is a region in north-east of Puntland, Somalia. It is an administrative province of Puntland created in 2013 that was carved out of the Bari Province. It is named after Marinka Gardafu (Guardafui Channel). Most locals work as fisherman along the coast of Badda Gardafu (Guardafui Sea). Its capital is Aluula.[1]
Overview
On July 20, 2013, the Puntland Parliament approved Gardafuul to become the ninth province of Puntland. At the same time, representatives of Gardafuul were appointed as the Third Deputy Secretary of Security and the Deputy Secretary of Justice of Puntland.[2][3] Its capital is Alula[3] and its governor is Musse Salah.[4]
On July 20, 2023 The Parliament of Puntland has conducted a vote resulting in the decision to change the name of a province. Consequently, the former province known as Gardafu has been officially renamed as Ra'as Aseir.[6]

Puntland Parliament Speaker Abdirashid Mohamed Hirsi told the media that the 30th parliamentary session of Puntland MPs approved Guardafu region, a proposed region in north east Puntland whose capital will be Alula and three Deputy Ministers appointed by Puntland President Abdirahman Mohamed Farole.

FGD participants argued that successive Puntland administrations redrew district boundaries and regions to buy support, without pursuing a clear strategy or following defined eligibility criteria or regulations. This has resulted in fierce contention between the old and new districts over jurisdiction. For instance, Gumbah, a new district situated in the recently established region of Gardafu, conflicts with its mother district, Bargaal, over the control of Binna, a small seaport that lies eight kilometres south of Bargaal.
