Etymology
From Middle High German Rure, Roir. (This etymology is missing or incomplete. Please add to it, or discuss it at the Etymology scriptorium.)
Until the earlier 20th century, the spellings Roer, Ruhr, Rur were all used, Rur being actually the rarest. It then became standardised, however, because it was more German-looking than Roer and avoided confusion with the Westphalian Ruhr (which latter had by that time become widely known nationally and internationally because of the Ruhr Area).
