If you have this item and the turn switch resists turning on, this is because there is too much friction where the trun switch rubs the safety control micro-switch. You need to detach all the fittings to be left with the base, then remove the 11 screws (all the same size) keep them safe.

Once you have separated the two havles, you will be able to see that the knob on the switch has a cam that, when you turn it, depresses the micro-switch. In this photo the buttom on the micro-switch is read since I have already put red grease on it to reduce the friction.
